I think that a lighter package is safer to ship also shipping costs will rise a lot with weight. But weight can be added as long as shipping costs are adjusted. I stuff the dolls with poly fill in head and body and the limbs have fabric that has been washed to keep them firm. You can easily add weight to them if you want to.
